The rules for combining Ranged Attacks (Lotus rules, pg. 63) state, "Two or more actions that produce Ranged Attacks can be combined and used together as one single action."
While this allows for two actions to be taken at once, it does not override the rule that only one action card can be played at a time. Lotus rules, pg. 42: "Only one action or card can be played at a time." (Note that I'm talking about normal "one shot" cards here, not Formations or Terrains, which might work different.)
Thus, a Ranged Attack that is "produced" by a card in the unit but printed in ink on an action card can be combined with a Ranged Attack printed in ink on a Personality, Follower, etc. Two action cards that generate Ranged Attacks cannot be combined.
Because this cleanly solves problems that were the focus of earlier rulings, the ruling that where a Ranged Attack is written in ink is where it is "from" is being expanded and corrected.
A Ranged Attack is "from" a given card if the effect is written in ink on that card, or the text of another card say that card "produces" the Ranged Attack. (E.g., the Ranged Attacks generated by Yoritomo Kaigen's ability are "from" the target Orochi, and may be combined with other Ranged Attacks in the unit.)
I apologize for the confusion of the last few days. I hope that since the problem was corrected in less than 72 hours, that it was not over a weekend, and that I was recommending that judges not enforce the aforementioned rulings until mid-February, that very few games were affected.
And the moral of the story is: The one right line in the rulebook is mightier than ten thousand posts.
